Who Handles Local Work on an Overseas Fountain Project?

Separate China supplier scope from local civil, MEP, installation and approval work with a responsibility matrix and site-readiness checklist.

In brief

Name the owner of every civil, MEP, equipment, installation and commissioning work package. Overseas supervision does not automatically include local labour, approvals, utilities or travel expenses.

Start with the delivery model, not the word turnkey

The label turnkey is not a substitute for a list of work packages. Ask whether the offer includes engineering coordination, equipment supply, remote technical guidance, local installation, site supervision, show programming, commissioning and operator training. A supplier and a local contractor may use different meanings for the same word. Resolve this in a dated scope document with named owners.

Build an installation responsibility matrix

Example work allocation to confirm for the actual contract
Work package Information or deliverable to agree Owner to name
Site and local approvals Applicable approvals, responsible designers, submissions and inspections. Owner / locally appointed professionals; agree the supplier’s supporting documents.
Civil works Basin or deck structure, waterproofing, drainage, trenches and equipment spaces. Name the local civil contractor and the reviewer of fountain interfaces.
Utilities and electrical work Incoming supply, distribution, cable routes, bonding and verification records. Name qualified local electrical professionals and the equipment-interface contact.
Fountain equipment Approved schedule, layout, labelled items, access clearances and documentation. State the supplier’s exact equipment and design-coordination scope.
Mechanical installation Pipework, supports, nozzles, pumps, lifting and equipment positioning. State who supplies labour, tools, lifting equipment and supervision.
Control and show integration Interfaces, programme deliverables, permitted access and backups. Name the fountain integrator and any audio / projection integrators.
Commissioning and handover Agreed tests, unresolved items, operator training and acceptance records. Name the test leader, witnesses and person authorised to accept the work.

This is a coordination template, not an assignment of statutory duties. The actual contract, competent local professionals and destination requirements govern the project. Do not use it as an instruction for unqualified electrical or mechanical work.

What must be confirmed before fabrication?

  • A controlled set of site dimensions, levels and utility data.
  • The approved effects schedule and viewing / public-access assumptions.
  • Civil and MEP interface drawings with revision numbers and sign-off responsibility.
  • Equipment access, lifting route and future maintenance access.
  • Water-treatment responsibilities and the equipment information needed by the local designers.

Create one drawing register. Mark every update with its revision, date, author and affected equipment. A chat message about a changed dimension is not enough if the factory and local contractor still hold different drawings.

What must be ready before an overseas engineer travels?

Use a documented mobilisation review. Confirm the site work, utilities, equipment arrival, tools, labour, lifting access, induction arrangements and the availability of the local team. Agree the engineer’s tasks and the evidence needed to show the site is ready. A video meeting can help review progress, but it does not replace required local inspections.

Confirm country-specific entry and work permissions through the responsible parties before travel. Record travel costs, planned days, language support and the procedure for extra days or a second visit. No universal visa assumption or fixed overseas installation duration is supplied by this guide.

How should a change or delay be handled?

Record the changed requirement, reason, affected drawings, price and schedule impact, and the person authorised to approve it. Distinguish a supplier correction from a buyer variation and from unfinished local work. Keep a short decision log so the factory and site team receive the same approved instruction.

What proves the installation package is complete?

Use the agreed installation and handover checklist and identify who signs each test record. Completion should refer to the actual accepted scope, not only whether the fountain briefly operated. Handover information should support safe local operation and authorised service.

Prepare a coordination meeting

Bring the responsibility matrix, current drawings, site photographs, open issues and the programme to the meeting. Review the overseas buyer questions, then coordinate equipment delivery and import planning with the acceptance and support plan.
